Update to Splicer class

Upon review, the Splicer class was not up-to-par with the rest of the classes. It's Core Feature (Schematics) was redundant with the Crafting system, meaning anyone could essentially do what the Splicer did, no matter what class they were. So, a major rework was necessary.

The Splicer's focus on Crafting was not only preserved, but deepened, with the new Core Feature called Limitless Crafting:

When you craft items, you do not require a Crafting Table. You can craft anywhere, at any time, as long as you have basic materials and redstone. There is no limit on what kinds of items you can attempt to craft (as long as the GM approves). You can preserve enchantments from enchanted components, though you cannot create magical effects yourself. The GM decides how long it takes to craft based on the item’s complexity.
When crafting or modifying weapons or armor, you may choose Tags from the Weapons and Armor section that appropriately describe the item. You may also remove Tags.

The Special Abilities were likewise reworked, focusing more on how the Splicer's creations can help the party gain advantages in the battlefield or during downtime.

Overall, the new Splicer is a more powerful class with a clear focus that does not reiterate existing features elsewhere in the game.
